I've been heavily involved in financial literacy education and helped start a community loan fund at my university.
Should I / How do I work this into my SoP? I'm interested in bounded rationality and development, so these activities sort of connect to my research interests, but will Adcoms care?

More generally, what's the best way to talk about non-academic involvement in a statement of purpose?

Mention it on your resume, for SoP it's irrelevant.

Did either lead you to a specific, doable research project? If not, there's no place for them.

If you observed some oddity in the course of financial literacy classes that can be explored as a research question then it's fine. The research question is the main focus, and that you came up with it from observing others' behavior is a side-note.
