in Canada/US. Any suggestions?

I am a EE undergrad, recently been drawn to this subject, taken some ugrad courses for foundation.

The top econometrics programs are in Yale, LSE and UCSD. Here is a good ranking in econometrics.

I think Yale will immediately fund you if you get into its program.

Canada: Check Toronto Econ department, and even better UToronto's Master in Mathematical Finance. It's not exactly Econometrics, but depending on your area of interest it can prove to be both highly relevant and excellent in terms of career prospects. Aside from that, the usual suspects: Queens, SFU, UBC, Western.

US: Yale, Penn State, UCSD, the list is long and will vary depending on specific research areas

Yale does automatically fund anyone who gets in. Lowest package this year was 28.7k + health for 6 years.

also undergrad econometrics is very very different from grad econometrics

I agree. Yale, LSE and UCSD are definitely places to do econometrics. The problem with LSE is that the funding issue. It does not necessarily fund all students but if you are good they will find money for you :P
