I found that Minnesota and Wisconsin Madison gave early offers to those applicants who have been nominated for university fellowship. I think the committe of university fellowship allocates the number of university-wide fellowship to different departments based on the GPA and GRE scores of their nominees. So, the department most likely nominates those applicants with 4.0 GPA and 1500 GRE for university-wide fellowship. In other words, for those applicants don't have stellar GPA and GRE score but do have strong letters and international competition award do not stand much chance for university-wide fellowship?:hmm:
