Can somebody comment on the prospects and placement of PhD in Economics from universities of the rank of Constance (Konstanz) and Uppsala (rank > 100) and in particular possibilities for realization with Labor Economics?

The rankings are misleading for Top European (outside UK) universities. Uppsala is probably the best Swedish program besides Stockholm and Konstanz is among the top in Germany. As a result their placement record within Europe is very good. They clearly have a better reputation over here than non Top 10 schools in the States. And yes, a better reputation than Duke, Georgetown, Minnesota, Wisconsin, Michigan and the others you are regularly discussing here.

Funding is usually not an issue and quite generous. However you might be expected to do more work in terms of TA and RA than in the States.

So, if you are ready to learn the language and to build up an existence in Europe, they are clearly both very good choices. However one thing you should be aware of is, that selection, supervision and evaluation will be done by the same professor.
Furthermore you will be probably expected to have a Master degree already, but then no additional coursework is required.

Unfortunately I don't know much about Labor Economics. Though Bonn is usually the first that comes in mind on that topic in Germany, so you might want to look into it.
