I have a scholarship from a goverment agency to pay for the whole program and I have stated that in the my applicaitons.

Does this raises my chances to get accepted in master's degree program? ( how big of a factor it is? )

from what i understand from admissions committees i've spoken to, the fact that you are sponsored makes a difference to some schools (mainly those private unis). for those unis in high demand, this is generally not a factor for consideration.
