Are you simply asking which years are included when we say the 19th Century, it's all the years Starting with 18, ie. 18XX, or 1800-->1899 similarly, 20th century is from 1900 to 1999. We are presently living in the 21st Century. say, we Re-start the counting of years from 0, and say you have just joined Harvard, Then we'll say, RM is in his 1st year of college. Even though, the year is 0, you are in your 1st year. Similarly, when you are 20 years old. (say born in 1982, 20 years complete in 2002. So, you have lived 20 years, but started your 21st year). You have actually Stepped in the 21st year. ie. 20 years are complete, and you are in your 21st year. early 19th century can roughly be taken as 1800-1825 or even upto 1850's.
