    in 1, B is corect, modifier should be logic

    in 2 , A is correct

    in 1) A is right choice.
    The increase in wages is right. Choices B and C change the meaning saying the city has to take care of 'increased wages' which is different from the intended meaning which is just the 'increase in wages'
