1972 agreement

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

 

(A) reduced the amount of phosphates that municipalities had been allowed to dump

(B) reduced the phosphate amount that municipalities had been dumping

© reduces the phosphate amount municipalities have been allowed to dump

(D) reduced the amount of phosphates that municipalities are allowed to dump

(E) reduces the amount of phosphates allowed for dumping by municipalities

This q has been discussed in many threads...But i didnot find the same opinion...

agreement took place in the past....so we can not use reduces...

C and E are out...

amount of phosphate is more clear as compared with phasphate amount...So, B is out...

Now its down to A and D...

A -> we should use past perfect as we want to show the time difference of two events in the past...so had been allowed along with simple past reduced is a correct..

D -> Keeping the sentence simple and assuming that dumping continues in the present requires are allowed...

Someone..pls comment..

what if there is another agreement of same sort had taken place after 1972... then D will be wrong...

we should phrase a sentence in a way that it is correct even if something has or has not happened after that... based on this logic I will choose A over D
