    They refer to what?

    in this question is it save to asume that "they " in B refer to the building? Why?
    logically it OK but in GMAT world is it OK?


    New buildings in earthquake-prone areas must be heavily reinforced or else they may otherwise collapse in a strong quake.

    A).
    B)or they may collapse in a strong quake
    C)so as not to collapse in a strong quake
    D)not to collapse in a strong quake
    E)or else it may collapse in a strong quake

    "they" is a plural pronoun and refers to thje buildings.
    whats the answer?
