When are PhD applications scrutinized?

From what I've gathered reading about previous years on this forum, it seems that responses tend to start coming in from the beginning of February (depending on where you've applied to), with the last ones coming at the end of March.

Also, anyone know if there is going to be a sweat thread for 2020 admissions? The threads for previous years all seemed to have started by this point in the process...

When do the admission committees go over all the applicants? How long do they take to come to a decision? When do they start informing applicants (informally or formally)?

The deadline to apply to many programs is mid-January. We start reviewing applications then. Admissions are made on a rolling basis, in part because applications take a while to get from admissions to us and they arrive on a rolling basis. We make our first offers in early February. Our top applicants get notified fairly quickly.
