I was given admission for MS Bioinformatics, but I am going to decline i-- mainly because I have applied for the PhD program.

(I'm not personally affected by this, but I saw this elsewhere and got a bit puzzled.) There are cases where a applicant got an offer for a school(A) around now but a school that he thinks is better(B) has waitlisted him and is still pending. Since A asked the applicant to answer the offer on 15 April, so if he had to keep a school places, he has to reply by then. But what if B put him out of the waitlist by giving him an offer? If he took B's offer, he has to withdraw A's offer, and if A refuses to let he withdraw, it has been recorded that some A's would ruin his SEVIS file by saying he is an unreliable person and he couldn't get visa at all. So what should he choose?

It's not about me, but I read this on a Chinese forum. If you accepted a school's offer and after that you changed your mind and don't want to go there (mainly because you got a waitlist offer elsewhere), there is a high possibility that the original school would ruin your SEVIS file and cause your F/J visas never be passed since the original school consided you have no trust. Is that true?

I personally see the devaluation of the Rial a problem, though.

Received a letter from Boston; they just gave me a MS with no funding. I suppose this is what we call as admit reject...? (At two interviews at hand I have every reason to reject them immediately.)

No, for the UK they usually accepts IELTS Academic for English standards.
