Firstly look at it in this perspective, The second time round your GRE scores improved from the first so that's a good sign.
No need to be fustrated that won't help you out.
As for wether to take the GRE for a third time I'd personally say only if your'e up to it, and by that I mean willing to go the extra length perhaps spending more time preparing and having more practice mainly in verbal area since that seems to be your weaker area. If your not willing to put in the extra effort it would be a waste of your time re-taking it.
Why not get a list of possible uni's Tier 1 and others and see what their requests are as to GRE scores and other info as they all are different and changing. Normally it is good to have a strong score but also sometimes other parts of applications are equally as important.
