    Because of Japan's negligent natural resources, the country must import large quantities of fossil fuel. Answer is negligent should be negligible. Is this a grammar right but meaning wrong question? negligent is a adjective so I feel that it's ok for this question and then I was wrong. And does fossil fuel is a countable noun? This confuse me. I think quantities should be follow by a countable noun. On the other hand, quantity should be follow by a uncountable noun. for example: There is a small quantity of water left in the bottle. She has quantities of good clothes.
