I would go for E here . As per the question stem changes in tax code are required to encourage savings . However since "decreasing percentage of the United States is under 40, an age when savings are traditionally low" changes in the tax code would not be that helpful thereby weakening the arguement .

I feel D should be the answer . Basically the author wants to prove that increasing taxes is not the only method to reduce Governments debt .Another option is to sell uranium which currently is worth 25% more than the current market price .And by selling Uranium government can not only pay its debt but also reduce its overall debt as well .But for this what needs to be true ??? That this does not depress the market rates of helium else it will not solve the intended purpose .

B tells us that a>d ,hence sufficient enough . Note : We cannot perform division and multiplication operations on equalities until and unless we are sure about the signs . Also since they are integers ,we can safely assume that a/d >1 .
