    IELTS speaking

Hi, I`ve got a question about this sentence: "Has fully operational command of the language with only occasional unsystematic inaccuracies and inappropriacies. Misunderstandings may occur in unfamiliar situations. Handles complex detailed argumentation well" Why do they put the word "fully" instead of full? anybody know why? In my IELTS, I was questioned about the latest advertisement business, whether the positive sides outweigh the negatives. astalavista
