I am urgently looking for advise. Before I go any further, my credentials:
Undergrad: 1998: National Uni. of Singapore, GPA 3.2/4.0, IInd lower class of Honors.
Masters: 2000: National Uni. of Singapore, GPA 4.0/4.0 (based on 2 courses and a thesis that doesn't have a grade). I have graduated and this is an MS by research.
Publications: 2 poster papers in top rank conferences (ranked #1 by our dept.), 1 full paper at an international specilized workshop, all refereed.
Patents: 1 pending
Work Experience: 4 years R&D experience, out of which 2 are in a research institute and 2 in the R&D lab of a top Computing MNC.
GRE General: 570(V), 790(Q), 6.0 (AW), GRE Subject not taken.
TOEFL: 280, TSE: 55
LOR: Expect 3 strong letters, 2 of my referees are now profs at top US schools.
SOP: Nothing fabulous, but well written, with clear focus.
And here is my ding list for Fall 04. I applied to the following schools and got rejected:

6. U. of Pennsylvania - REJECTED

8. U. of Michigan-Ann Arbor - REJECTED
9. U. of Massachusetts-Amherst - REJECTED
10. U. of California-Irvine - WAITING - ASSUMING REJECTED
11. U. of Southern California - REJECTED
12. U. of Toronto - REJECTED
13. U. of British Columbia - REJECTED
Now that I have rejects from 14 out of 14 schools, I am thinking about 05 admissions. My credentials and list of rejects is at:
Through all the discussions and feedback on various forums, I have not able to judge what will be safety schools for me. If I apply again I want to make sure I will get a couple of admits. So, it will be great if somebody could help me understand 2 aspects:
1. With my credentials and given that I am an international candidate which schools could I consider safety schools (say for example, based on USNews rankings)?
2. For those schools that do offer Spring admissions, is it easier to get admitted in Spring or Fall or does it not make a difference at all?

I look forward to your feedback. This grad school application process has already driven me nuts, so I am trying to make sure I go in with correct expectations and assessment the second time around.
