I am already a PhD student. I am currently at the second year. My first year was at a top 50 school. Currently I am visiting a top 5 school and taking field courses there.
The school that I am enrolled at which I spent my first year at has research interests that are far away from what I want to do. Was advised by department to transfer to a department that better suits my research interests. Not being kicked out but was advised that department could support transferring to another program ( probably requires applying again).
Question: Which programs should I apply to? What range of schools should I target?

the optimal control theory course was an upper level graduate course in the math department:
Currently taking 2nd year PhD courses in top 5 econ department as a visiting student. Probability theory (Its basically Measure theory and first year phd stat/math course), Game Theory and International Finance.
Masters: maters in Econometrics at top 5 British uni with A's in Econometric courses and Micro and Game and dissertation. Bad grades in time series, int finance and macro. Overall GPA: 68% (almost distintion - upper merit) + Masters at Barcelona GSE with gpa 7.8/10
Type of Undergrad: Top 3 British econ program. Really did bad.
GRE: I cant remember but maybe 161 in Quantitative, cant recall the others.
Letters of Recommendation: Should be good. Was a RA during the first year. Could get letter of recommendation's from full profs taught at top schools.
Teaching Experience: Currently TAing intermediate micro.
Research Interests: Decision and Game theory + Networks.
SOP: Could elaborate on my research ideas.
