I wish it were true that they made their minds before calling for interviews. Maybe it is true. But, I got grilled pretty hard about the research questions I want to pursue. I was not prepared with specific hypotheses or methods in mind. I don't know if they were looking for those specifically, but it seemed like they were grasping at specific tactical decisions I would make were I accepted. Hope to meet you at the HBS visit weekend -

I just emailed them, introduced myself, my interests, attached a resume, and asked if I could have a short conversation with them. At many schools, faculty are responsive and willing to talk if they sense similarity in interests -

Thanks! Good question. Interesting answer. I did not have a traditional interview. That is, I did not talk to faculty or answer their questions, after I applied, while they reviewed applications. Rather, before I submitted my application, I had already skyped and emailed and called with several faculty, and I think that, through those conversations, they got what they needed. It worked out great because I felt confident, and in control of those conversations, when I was talking to them as an aspiring applicant rather than as a competing candidate. I don't know if this works with other programs.. but it did for UCSB -

Hey Cilanthropy, congrats on the interview! great way to start 2018 How did it go? What were your general impressions? -
Hey Cilantrophy! Looks like we have some overlap in schools, but i'm aimed more for sociological research and you more for psychological/behavioral research. Good luck with the process! As for european schools.. what do you think is are non-obvious differences between the typical European and American grad student life experiences (e.g., quality of living, studying, working, social life, financials, professional relationships, etc.)
