As far as I know, grad schools take many things into consideration to decide whether they will give us admission or not. That means you may be able to get into a good school even though you have a bit low gpa. To compensate with that, you may need good TOEFL, GRE scores. In scientific fields, some publications of your undergrad or grad work will considerably help you. Moreover, I think work experience also matter. If you have work experience in the field you want to study, you may have the better chance. Finally, good LoR is a thing that you should concern.
