Should I assume that programs that sent out their decisions almost 3 weeks ago and have not reached out are implicit rejections? Kinda confused at the timeline for some of these. One of them already sent out waitlist decisions so I guess I should forget about that one. But another accepted three people on GC two and a half weeks ago and nothing else has shown up since...

I don't think so. They probably won't outright reject anyone until March once they've got their cohort.

There's 8 Jan 24 acceptances in GradCafe for UMD. Assuming some 30% of admits post there, that's probably the entire first round.
