Both are correct, depending on the timing of the sentence.

Tired of practicing, the orchestra decides to walk out on its astonished conductor-- Timing of the incident is ongoing with the written sentence.

Tired of practicing, the orchestra decided to walk out on its astonished conductor-- Timing is in narrative past simple.
