S-2: I want to retire to a place WHERE I can relax and WHERE the taxes are low. S-3: She argues that the agency acts WITH reckless abandon and WITH disregard for human life and property.. Question 1: Why is "TO" not repeated in S-1 whereas "WHERE" in S-2 is and similarly, "WITH" in S-3 is? Why different rules for "TO" alone?
