Perhaps its my own bias and goals at play, but public sector management isn't something you study in a political science PhD, at least not from the perspective that you are interested in if I understand your post correctly (which I probably don't, because it was so poorly written). Honestly, I don't understand anything you said after public sector management, and if this is how you communicate your ideas I doubt anybody is going to read past the first paragraph of your SOP before tossing your app out.
