what's wrong with

 

(D) "are lacking so much ..... as to be"

 

This sentence should be correct. It is just similar to "Jim worked so hard as to get promotion." which is correct.

BC ruled out for the use of become whn a continous tense sud be used.

A is wordy compare to E

The prob with D is that use of both so and much is redundant...

We use so ... that in GMAT but not 'so' as an adjective by itself :

 

I was so sick. - This is wrong

I was so sick that I could not get up from my bed. - This is correct

here we need to say that .. so X that Y .. we might have used so .. as.. if we were comparing things.. but here we are implying that Y is consequence of X
