Function of an Infinitive Phrase

In this sentence, "The U.S. should change its energy policy to substantially reduce its dependence on foreign oil," does the infinitive phrase, "to substantially reduce its dependence on foreign oil," function as an adjective modifying "policy"? :tup:

 

BTW, does anyone know a good, reliable, and qualified source to back up your answer? :idea:

I don't think it's an adjective phrase. I would say it's an infinitive complement of purpose. It can also be regarded as a simple subordinate clause of purpose. Hope this makes sense :)

 

For this question, I would recommend 'infinitive' section of any advanced grammar book. Cheers [dance]
