'is changed' or 'has changed' question ambiguous - help needed

(D) has changed little from how it has been
(E) is little changed from the way it was

The answer is 'C' apparently. Someone knows how?

we need present perfect to tell that the status was as such in the past and it continues as the same till today.

D is awkward by using two instances of present perfect.
