yes u sholud have fpgec certificate in hand before applying for NAPLEX the only benefit in michigan is that the state can issue u an intern license without certificate till u pass tse or Toefl-iBT i mean enough time to pass these tests all other states needs fpgec to issue intern license to start ur internship i hope i cleared ur doubts again u cannot apply for NAPLEX without certificate in hand ......best of luck!!
