I have noticed that some people refer to admits with no funding as some sort of tacit rejection. I am not sure if this is an expression of a personal belief or a widely known fact in the academic community. I am curious to know how many people make their decisions on funding compared to school ranking. Are people going to go to the best program, or the best program which offers them the most financial aid?
