Here is the concern. OA is A. This has been long discussed on these forums. All most everyone thinks it's A or E. But nothing has been concluded yet.
In A and E, it's only minor difference of Verb agreement.
But in both of these cases, it is implied that "PROGRESS has decimated peoples." which is very wrong, because progress cannot kill people.
To my understanding so far, THAT can only refer to IMMEDIATELY PRECEDING NOUN.
Option# B takes care of this meaning shift and grammatical error, though it looks little wordy.
