According to USNEWS, Berkeley's public policy program leads HKS, but apparently it is for MPP tho. I can't seem to find the ranking for public policy PhD programs there.

For someone interested in development and environmental economics and in placement in academia, which of these program is preferable, in terms of training and job prospect?
