The following appeared in a memo from the Mayor of the city of Hillview:
“In order to alleviate the serious unemployment problem in our town, we should encourage Autotech to build its automobile manufacturing plant in our area. The Hillview landfill, which has been undeveloped for decades, is a perfect site for this plant. The building and staffing of this plant will put to work thousands of Hillview residents left unemployed after Computech computer software programming company abandoned its national facility last year. I am asking the City Council to authorize a large campaign to attract the company and offer significant tax incentives to make our town attractive to this giant of car manufacturing.”
The recommendation of the setting up the automobile manufacturing plant in Hillview in order to facilitate thousands of unemployed can have the following arguments.
Firstly, it is required to find out the exact reason behind why Computech comapny left the place. It may happen so that they were facing a dearth of skillful and cheap labors. If that is so then Hillview must invest profusely in the training of the residents so that once a company sets up its facility it should not face any resource problem with respect to skill set.
Secondly, It is not necessary that the employee who were once employed in the Computech are willing to change their course of career and get started with automobile industry. They may have left the city of Hillview and gone in the search of job which is more pertinent for them. So it may happen so that once Autotech is developed they may not get the willing and stalwart labors that would devote their energy seamlessly.
Thirdly,the suggested undeveloped land may not be that suitable for the Autotech since it has not specified whether it is away from the residential area or not, since the waste products of the factory can cause obnoxious effects on the health of the people living nearby. More over it also do not properly justify the availability of all the resources that could be required for setting of the automobile manufacturing plant, just to provide jobs to unemployed cannot be the only justification. In addition the land may not be used now but who will determine that it can be used in farming and agriculture in later time. This can also diminish the unemployment of the city Hillview.
Thus by attracting the Autotech Company to build a automobile plant in Hillview can be propitious but does not aptly justify that to fight with the curse of unemployment it is the sole way of blessing. Many internal and external factors need to be clarified appropriately while deciding on this matter.
