Two GRE score: which one should I report?

Hello, I'm Korean student and I have two GRE score. V:166(96%) Q:170(98%) W:3.0(14%) V:165 Q:167 W: writing score is not available yet(Test date is 11/10) Which one should I report to each econ school? It seems that I could not take GRE test anymore due to deadline. I know that korean is very bad for writing score, but 3.0 seems quite low. But I also heard that Q score is much more important than V and W score in econ Phd admission. If my writing score in second GRE test is more than 4, then should I send second GRE test score? Or should I send both score? any other opinion? Thank you if you can give me your opinions.
