i think OSU started issuing fellowships. but i'm not quite clear with how that 'rolling' thing works for funding? as the number of admitted seems to be relatively low and OSU is not a part of UC-system. why rolling? why?
as those in university Y, that is exactly our incentive to carry on a phd. in that sense more choice could be limiting and blurring your vision. instead of trying to be rational, just trust your gut feeling.
