You can take TOEFL before tha FPGEE. There is no problem in that. About delaying FPGEE, do nothing. The FPGEE registration which you will get from NABP will be valid for 2 consecutive attempts, so simply do not book appointment for April attempt once you get registration card. You can change this upto 5 business days before the exam date. I took my first attempt at TOEFL exam last month and I plan to take FPGEE in April.
