  1. C is correct - Considered as and considered to be is unidiomatic - hence this leaves us w/ C and E. In choice E it seems like most Japanese are virtually unavailable outside Yokohama (misplace modifier), hence incorrect.
  2. 2. why is D wrong??? What's the difference between C and D??? I know "Fewer" is used to describe countable things, like people, and "less" is used to describe an uncountable quantity, like soup. I am a little confusion with the answer choices given...
