The weakener here would be that cost of providing financial assistance will be lower than retaining them, or source of welfare is not part of budget!! (A) Many soldiers who are discharged early from the military will have enough training to secure jobs as civilians. Hrmm.. this does attack the argument.. but the idea in conclusion is "if".. so lets look for a stronger weakener.. (B) Discharging soldiers early from the military 5 years ago did not result in increased costs to the government.
