It seems it is very likely to be an admission in the end. But what about the funding? Given that many admissions are not funded, I guess it is very unlikely for waiting list -> admissions to be funded. Yet in their letter they said "In a normal year, I would be offering you admission and financial aid at this time. Due to the economic realities of the current year, however, we must place you on a short wait list." "It is very likely that some individuals on the Wait List will be selected for admission and a financial aid program." I think they have been using the same letter since at least then. Unlikely that this year is special. My year, they admitted everyone from the wait list with no funding for 2 years.
