I think 1000Scs or for that matter 1000crs or rcs are compiled by some good soul for the benfit of the gmat test taker community at large. I don't think that any intellectual property or copyright issue is involved in it. People have been posting difficulties from 1000scs in the past too. However I suggest that before you post any difficulty Sc, try to search for it in this forum. I guess most of the difficult ones are already discussed here.

I also chose D but after reading views from all you guys, I think Imho both a and d are grammatically correct, however each refers to tense. ...had been allowed to dump - indicated that dumping was going on till now. ...are allowed to dump - dumping is still going on albeit with reduced amout of phosphate.
