Can anybody explain why "less than they did" is better than "lower than they were"? I got the part of "Employment costs = they", but I don't understand the logic for were vs did.

I solved this one by rearranging the sentence: A special ...price increase .... has brought the automobile company back.... from bankruptcy. all else have tense issues. IMO E
