I agree with the answer E. But I am somehow not comfortable with the phase 'City Economy becoming ever more dependent'. Dont you guys think that the right way to have it would be 'City Economy, that is becoming ever more dependent.

In the actuall GMAT test, you wont know the number of questions on each passage. So your strategy of assigning time based on the number of questions may not work.
