  16. stat 1: if x is less than 1 but more than 0, then x-3 is negative and x+1 is positive and this whole eq. being negaive ,is less than 0. If x >-1 but less than 0 , then ,x+1 will be positive and x-3 will be negative will be and the eq. will be negative and less than 0. stat1 is suff. Stat 2 for the reasons above ,this is insuff.
