I also considered A as the possible answer , but looks like D has a better point in the sense ....to compare the "growth rate" it should be "Fish in India grow at a rate twice as fast as their natural growth rate" I think this makes choice A wrong

I am agree with the option c) too. Argument is focused on the possible increase in Choco prices and it can be contributed by anything other than the cocoa beans

my answer is B , hope that is OA well , according to me the assumption should support the main point in the argument and that is "If the technology preventing the leaks is effective then those fears are groundless" , so the main assumption that the argument is based on is "if no leaks happen in the under lake pipeline then the pipeline will not add in the fresh pollution concerns for the lake"
