There are other ways you can show your English skills, though, most importantly your application essays. According to TOEFL’s own conversion charts, 101-102 ibt is equivalent to 607-610 pbt. So your scores are roughly equivalent, although the pbt score is slightly better; send that one.

If there aren’t any more specifications from the college, you can write about anything, really. Choose something you’re passionate about: someone who inspires you, for instance, or your favorite activity, or an event that shaped your life. There’s no “wrong” answer for these types of essays, as long as it displays an interesting side of your personality and is well-written

Especially in an engineering field, the most important factors for graduate school are the grades you get and the research experience you gained (test scores are also important, but that’s another story). Would you have the opportunity to do better/more impressive research at UCSD? Although academics and research opportunities are the probably the most important factors, there other dimensions to your decision. Which school offers more activities that meet your interest (sports, clubs, etc.)? Which location do you like better? Which school has the better social scene (in your opinion)? If you haven’t done so yet, it would be worth it to take a visit to USCD, just to get an in-person feel for the campus.
