My question is not about parallelism or not how to find answer by POE. Why like is correct?

Who told you a sentence has past tense can't have present perfect? Although weather reports told the strength of tornado will be diminished, it has become stronger than ever. In this sentence past, future and present perfect co-exist , right? Don't create rules , please... Again I'm agreeing for this question none of the option looks correct but please read my earlier post where I mentioned why D is worse than C

E is more parallel than any other options and for your query I believe , though not too sure, a novel can be written by one person so singular is preferable . Again I didn't look that minute details , see the parallelism and picked E
