agreed with u guys.. but to all the options seem to be incorrect, hence the confusion. I remember reading, the part of the sentence after the ; should be able to stand alone, should be a complete sentence in itself which doesnt seem to be a case with option 'C' (guys, correct me if I am wrong). Is this again a case where we are opting for the least incorrect of the answer choices.

those refers to the unions, that can be established only after reading the rest of the sentence,the first part of the sentence is what i am talking about.
