pals,wold be great for all to provide explanations for ur answers i agree with seahwak..should be A and A 1)A because least of anthing,author wants constituional rights be protected and hence his assumption cannot be this for sure 2)A because author explicitli talks about poice officers acting in "good faith".None of the options are specificall mentioned.

C cannot be an option since the question needs to know a possible explanation of a "sharp rise" while C talks about "rising slowli" A explains the answer because even some expensive houses can skew up the average..let me know if it helps
