How good is Syracuse for a PhD in Public Administration?

Hi, I am interested in applying to Public Policy PhD Programs this fall - Syracuse ranks really highly on U.S News: Does anyone have an idea about how good it is?? I find that they offer a PhD in Public Administration and not Public Policy!
