I think you are on right track. Some time spent with a Economics professor (try ISI, DSE, JNU or IGIDR) will help a lot. You can try to enroll into Masters at these places as well. A masters (with good performance) can take you to 50-70 programs and can give you a chance to 40-50 as well.

I was in the similar situation. Finally decided to go there. Most important is your second option.

I would suggest that you call them. That will be easier. My mail said that I am unlikely to get an offer from them as they have only one spot left.

I got through Oxford MPhil this year with Q 168 V 165 and 3 AWA. My TOEFL was 114. Hope this helps.

May I ask why no Oxford? Is it only due to class size?

I have unfunded M.Phil. offer from Oxford. Now pinning my hopes on Stockhom, but given how the season has panned out, I am not that hopeful about them.
