I have no idea about UIUC, but UVA is currently super weak in Macro. I heard from a friend of mine that they hired a visiting lecturer from Fed to teach first year macro course last year. While you may receive substantial aid from UVA, do check with them about macro faculty. They might be hiring a large number of macro guys, or maybe my information is outdated.
