Well, I dont agree on this explanation because there is nowhere mentioned that drop in Oil price is "SUDDEN". It says it is dramatic and can be considered from the long term perspective. More over "DRAMATIC" drop in oil prices will definetly help more than "increased efficiency" (No such adjective like 'DRAMATIC' is used in option 3 to describe this increase) of oil based power plants to maintain th e threshold of economic viability.
